MINUTES OF THE REGULAR MEETING OF THE ROGERS CITY CITY COUNCIL

HELD IN COUNCIL CHAMBERS ON OCTOBER 20, 2015

Mayor Sobeck called the meeting to order at 7 p.m.

ROLL CALL: Adair, Bielas, McLennan, Nowak, and Sobeck.

APPROVAL OF  MINUTES

Bielas/Nowak, that the minutes of the Regular Council Meeting of October 6, 2015 be approved as written.

ROLL CALL: Ayes – All, the motion carried.

CITY CLERK’S REPORT:

CHECK AND INVOICE APPROVAL:

McLennan/Adair, that the following total fund expenditures be recognized as payments made and payments to be made, in the amount of $604,443.81 and the Mayor is authorized to sign the check register.

ROLL CALL: Ayes – All, the motion carried.

MAYOR:

RESOLUTION NO. 2015-101

Nowak/McLennan, to approve the request of the Rogers City Kiwanis Club to hold the annual Halloween Parade on Saturday, October 31st beginning at 5:00 p.m. with the parade route to commence at Westminster Church parking lot, proceeding down Third Street to Michigan Avenue, ending at the Fire Hall.  Said approval to include a Police Department escort for the parade, use of the Fire Hall from 4 p.m. until 8 p.m. for the annual Halloween Party, and use of six picnic tables to be provided by the Department of Public Works for the event in the Fire Hall. ROLL CALL: Ayes – All, the motion carried.

UNFINISHED BUSINESS:

TRANSFER STATION LEASE

RESOLUTION NO. 2015-102    

Nowak/Adair, to approve the one year Transfer Station Operations Agreement and Lease between the City of Rogers City and L&N Disposal as presented.  ROLL CALL: Ayes – All, the motion carried.

CLOSED SESSION:

RESOLUTION NO. 2015-103

McLennan/Nowak, to enter into Closed Session to discuss collective bargaining strategy.

ROLL CALL:  Ayes: All, the motion carried and the meeting adjourned to Closed Session at 7:12 p.m.  Upon reconvening in public session at 7:23 p.m., the following action was taken:

RESOLUTION NO. 2015-104    

Bielas/Nowak, to adopt the Second Chance Department of Transportation (DOT) drug and

alcohol policy as recommended by City Mgr. Hefele.  ROLL CALL: Ayes – All, the motion carried.

RESOLUTION NO. 2015-105   

Bielas/Nowak, to authorize Mayor Sobeck and City Clerk/Treasurer Koss to sign the Memorandum of Understanding in regard to the Second Chance DOT policy between the City of Rogers City and the AFSCME union.  ROLL CALL: Ayes – All, the motion carried.

ADJOURNMENT:

Mayor Sobeck declared the meeting adjourned at 7:26 p.m.
