MINUTES OF THE REGULAR MEETING OF THE ROGERS CITY CITY COUNCIL

HELD IN COUNCIL CHAMBERS ON TUESDAY, OCTOBER 20, 2020

AND VIA ZOOM PLATFORM

Mayor McLennan presided and called the meeting to order at 7 p.m. 

ROLL CALL:  Adair, Bielas, Fuhrman, Nowak and McLennan.

APPROVAL OF AGENDA

Nowak/Adair, to approve the agenda with the addition of Planning Commission referral and policies and procedures for electronic meetings. ROLL CALL: Ayes – All, the motion carried.

APPROVAL OF MINUTES

Adair/Bielas, that the minutes of the Regular Council Meeting of October 6, 2020 be approved as written.  ROLL CALL: Ayes – All, the motion carried.

CITY CLERK’S REPORT:

CHECK AND INVOICE APPROVAL:

Adair/Bielas, that the following total fund expenditures be recognized as payments made and payments to be made, in the amount of $242,971.31 and the Mayor is authorized to sign the check register.  ROLL CALL: Ayes – All, the motion carried.

UNFINISHED BUSINESS: 

SALE OF OLD WATER TOWER PROPERTY

RESOLUTION NO. 2020-142

Adair/Fuhrman, to approve the sale of the old water tower property and authorize the Mayor and City Clerk to sign said quit claim deed.  ROLL CALL: Ayes – All, the motion carried.

NEW BUSINESS: 

SALE OF CITY ITEMS

RESOLUTION NO. 2020-143

Adair/Bielas, to accept the high bid on trackless, truck and generator and propose a counter offer on the sweeper.  ROLL CALL: Ayes – All, the motion carried.

ECHO PANELS

RESOLUTION NO. 2020-144

Adair/Nowak, to authorize the purchase of three photo acoustic panels for the Council Chambers in the amount of $1,432.  ROLL CALL: Ayes – All, the motion carried.

BUDGET AMENDMENT #6

RESOLUTION NO. 2020-145

Nowak/Adair, BE IT RESOLVED, by the City Council of the City of Rogers City, Michigan to amend the FY2020-2021 Annual Budget as prepared by City Staff, presented to Council in writing, and reviewed at this October 20, 2020 meeting.  A copy of said amendment to be placed on file in the City Clerk’s office in the amount of $6,000 for water meters and $1,890 general fund revenue grants for bullet proof vests. ROLL CALL: Ayes – All, the motion carried.

MERS ADDENDUMS TO ADOPTION AGREEMENTS

RESOLUTION NO. 2020-146

Fuhrman/Bielas, to approve the MERS Addendum to Adoption Agreement for the General Group (01), the MERS Addendum to Adoption Agreement for the Police Group (02) and the MERS Addendum to Adoption Agreement for the Administrative Group (10).

ROLL CALL: Ayes – All, the motion carried.

WATER LATE FEES AND SHUT-OFFS

RESOLUTION NO. 2020-147

A motion was made by Council Member Adair, seconded by Council Member Bielas, to begin charging late fees in January 2021 and begin resuming shut offs early January 2021 with City Mgr. Hefele sending a letter to all those on shutoff status so they can plan ahead.

PLANNING COMMISSION REFERRAL

RESOLUTION NO. 2020-148

Fuhrman/Adair, to have the Planning Commission review the zoning ordinance in regard to accessory buildings.   ROLL CALL: Ayes – All, the motion carried.

POLICIES AND PROCEDURES ELECTRONIC MEETINGS

RESOLUTION NO. 2020-149

Nowak/Bielas, to approve the City of Rogers City Policies and Procedures Electronic Meetings as presented.   ROLL CALL: Ayes – All, the motion carried.
